勞務許可和簽證方面的限制。哈薩克斯坦對外籍員工申請勞動許可的規定是阻礙外國投資的主要困難之一。自2001年起,哈薩克斯坦建立了外籍員工申請勞動許可的數量限制系統。

每年限定發放許可的配額,對員工當地語系化有了強制性規定。2009年,外國勞務配額占全國就業人口的0. 75%,比2008年下降1 /2。其中,一、二類勞務(企業領導、中高級專家) 為0. 35%;三類(熟練工人)為0. 35%;四類(季節性農民工)為0. 05%。從2008年6月2日起,哈薩克斯坦開始實行引進外國勞務的新標準,即在原來的基礎上加入受教育水準、工齡和工作經驗的要求,對勞務許可申請檔和辦理程式也提出了新的要求。只有獲取勞務許可才能辦理工作簽證。這些規定給外國投資企業的生產經營帶來了非常不利的影響。
Restrictions on the employment permit and visa. Kazakhstan’s application for employment permit for foreign workers is one of the main obstacles to impede foreign investment. Since 2001, Kazakhstan has established the restricted number of foreign workers application and the number restriction system.

Every year the quota is issued, which is mandatory for the localization of employees. In 2009, foreign labor quota accounted for 0,755 of the national employment population, down to 1/2 than in 2009. Among then, one or two kinds of services (business leaders ,senior experts)for 0,35% three categories (skilled workers)for 0.35%,four categories (seasonal migrant workers )for 0,05%. From June 2, 2008, Kazakhstan began to implement the introduction of new standards of foreign labor, namely on the basis of original join educational level, length of service and work experience requirements, labor permits application documents and new procedures requirements. The only access work permit is to handle work visa.

These regulations have brought a very negative impact on the production and operation of foreign investment enterprises.
