２０１３年，印度商工部工業政策促進局（ＤＩＰＰ）多次發佈通告修改外資政策，這種頻繁修改外資政策的做法給外商帶來不確定性。

In 2013, Indian ministry of commerce and industry and industrial policy promotion (DIPP) bureau issued several notices on changes in the foreign policy. The frequent changes in the practice of foreign policy brings uncertainty to the foreign investors.

印度按照部門來管理外資，政府對一些投資部分仍有比例限制或其他限制條件，這些部門包括農業、多品牌零售貿易、鐵路以及房地產。印度政府對本地持股的嚴格規定加上程式的不透明，制抑了外國投資，增加了投資者的風險。例如，非印度籍人士１００％收購本地上市公司，在原則上是允許的，但是實際上卻面臨著監管障礙，導致外國公司無法獲得１００％所有權。

According to the Indian foreign investment management department ,the government has some of the proportion of other conditions .These sectors include agriculture,multi brand retail trade,reailway and real estate .Indian government has strict rules on the local ownership plus the opacity of the program, the system, investment and increasing risk for the investors. For example, corporation id allowed in principal, but in fact is faced with regulatory barriers, leading to inability for foreign company to get 100 % ownership.
