Somehow it preventedthe foreign capital inflow. However China has the superiority on the infrastructure construction which has a close connection to the development. We compared someselected indexes to see what the differences between these two countries are. According to World Bank datain 1997, theelectricity consumption per person is 714 KW.H while the data of India shows 363KW.H. China had 70 telephone lines in 1998 while India had only 20. People wait more than a month to get a telephone ready to be used while India has to wait a year. India has a bad road condition, the lack of highway, the old facilities of the airport and port, its transportation maintains a slow speed and its shortness of energy especially the lack of the oil awfully restrict the India’s development and the foreign investment.
